  • The function covers the following key general missions:
  • Standardize, maintain and continually improve the HSE Management System of the ASN Marine Directorate
  • Participate and/or conduct specific HSE audits, inspections, visits and incident investigations linked to any marine operations, vessels or related sites
  • Provide required periodic marine HSE reports, information and support to the Corporate HSE Management Team
  • Provide HSE support to the project HSE team and project teams on demand

Reports to the HSE Operations Team Leader who directly reports to the ASN VP QHSE.

Manage and continually improve the HSE Management System of the ASN Marine Operations Directorate

  • Define and periodically communicate the status of an improvement plan dedicated to the ASN Marine Operations Directorate
  • Ensure the standardisation and periodic review of the ASN Marine Operations Directorate policies, standards and procedures in cooperation with ASN Marine Operations Departments and LDA QHSE Department
  • Ensure the development and the periodic review of the Marine Operations Department activities’ HSE risk assessments in cooperation with all Marine Operations Departments
  • Interact with and provide HSE support and expertise to all Marine Operations Departments (HSE briefing of ASN representatives, training sessions, organisation of specific HSE reviews, HAZID/HAZOP sessions etc…)
  • Organise internal periodic marine HSE performance reviews with all Marine Operations Departments’ representatives and ensure follow-up of defined actions
  • Participate to the periodic ASN Marine Fleet HSE Performance reviews and ensure the follow-up of defined actions in liaison with ASN Ship Manager
  • Participate actively to the development of the ASN HSE culture within the ASN Marine Operations Directorate and onboard vessels through the development and implementation of appropriate marine HSE initiatives, programs, training sessions and communication in line with ASN Global HSE Culture Programme.

    Participate and/or conduct specific HSE audits, inspections, visits and incident investigations linked to marine operations, vessels or sites (warehouses, cable depots)
  • Ensure marine contractors’ HSE incident investigations are conducted, challenge associated reports, follow-up on action plans and ensure full compliance with ASN incident investigation procedure
  • Organise, participate upon request and provide expertise for marine incident investigations
  • Participate to the review of ASN Marine Contractors’ HSE documentation on demand and ensure full compliance of ASN marine contractors and ship managers with ASN HSE standards and policies through specific visits, audits, inspections upon request
  • Attend, provide HSE support and HSE supervision to cable loading operations onboard vessels as necessary and through dedicated visits in collaboration with ASN departments and site teams
  • Facilitate the audits of the ASN Marine Operations Directorate conducted and/or organized by the ASN Audits & QHSE Management System team.

    Provide Corporate HSE Management with required periodic marine HSE reports, information and support
  • Ensure the reporting and follow-up of all HSE KPI, events and associated actions through a central HSE reporting tool
  • Monitor ASN Marine Departments’ HSE performance and consolidate information
  • Develop and provide periodic required HSE-related reports, dashboards, presentations and information
  • Participate to ASN Corporate HSE projects and initiatives upon request.

    Reinforce the project HSE team by taking over some project related HSE activities on demand.

Wanted profile

Education: Master degree in QHSE and/or equivalent international diploma like NEBOSH.

Experience:

  • 5 to 10-year experience in a similar position ideally in the Shipping Industry
  • Knowledge and Experience on risk assessment methods (HAZID /HAZOP).

Good knowledge of ISO 9001/45001/14001 standards and experience of managing QHSE systems

Good knowledge about international maritime regulations, codes and conventions (IMO, MLC, SOLAS, MARPOL, MLC, ISM, ISPS…)

Experience with Oil & Gas Offshore Projects and/or Subsea Telecom projects is a plus

Trained as QHSE Auditor and Incident Investigator

Knowledge about IMCA and OVID audits is a plus
