Description du poste

ASN is the world leader for the delivery of turnkey submarine networks. ASN provides a full set of services and product manufacturing, working closely with an ecosystem of suppliers for about 800M€ of yearly spend.

In close collaboration Project Management, Industrial and Marine Organisations, the ASN Purchasing organization is in charge of all 3^rd party sourcing strategy.

The candidate will purchase marine services related to Permit in Principal for telecom cable installation and marine Survey services all over the world, with 3^rd parties suppliers duly selected for ASN Projects in relation with Project manager, legal, insurance, HSE, taxes & compliance departments, and technical competence centers.

• Main scope/ categories : Permits and Marine Offshore/inshore survey
• develop yearly sourcing strategy aligned with forecasted activities to secure project deliveries in due time in allocated budget and ensure Purchasing KPIs are reached, and to ensure Purchasing KPIs are reached, such as:
  • Saving
  • Payment Terms optimization
  • Vessel availabilities and on time services deliveries
  • Quality
  • HSE
• To ensure these targets are reached, proper processes will need to be driven;
• Ensure proper make or buy strategy is in place
• Support tactical procurement sourcing strategies with RFI, supplier portfolio optimization
• Screening of the ecosystem of suppliers to ensure competitive bidding.
• 0ptimal usage of negotiation tools
• Ensure “Preferred” suppliers’ approval & utilization. 
• Contracts management (writing, negotiation, signature, records, claim support, template evolution)
• Ensure PR/PO are validated prior to any work starts.
• Ensure Supplier Risk Assessment (SRA), Supplier Business Review (SBR), Score Card are being performed and used.
• Ensure HSE Suppliers qualification and compliance with local legal rules
• Ensure proper Supplier training is being performed if required

Profil recherché

• Capability to support cross projects between different teams
• Stakeholder management
• Change management capability
• Very good oral and written communication
• Good Knowledge on Microsoft Office 365 including Excel, and SAP
• Ability to Multitask on multiple projects
• Language – French and English fluent
• Supply contract Legal knowledge

Back ground will be appreciated in purchasing for Oil and Gaz , telecom cable installation , freighting business.
